On July 11, 2023, the Ventura County Board of Supervisors approved new residential solid waste collection agreements with Arakelian Enterprises, dba Athens Services, and EJ Harrison & Sons. These 10-year agreements reduce costs and offer enhanced services for residents in the County’s unincorporated areas (UA).
Starting January 1, 2024, the following UA residents currently served by WM, formerly Waste Management, will have a new waste hauling contractor:

Oak Park
Regency Hills
Santa Susana Knolls
Lake Sherwood
Lynn Ranch
Yerba Buena

Athens Services Agreement | Athens 2024 Rates EJ Harrison and Sons Agreement | EJH 2024 Rates
Highlights of the new agreements for UA residents with Athens Services and EJ Harrison & Sons include:
• Increased bulky item pickups: single-family customers will have (3) bulky item collections, and multifamily complexes will have up to four (4) designated collection events per calendar year
• A new, door-to-door Household Hazardous Waste Collection Program (more information to come in 2024)
• Neighborhood Cleanup events, including e-waste collection and document shredding
• Free compost and mulch (more information to come in 2024)
• A need-based senior discount program using the California Alternate Rates for Energy (CARE) financial assistance program, easing the restrictions to qualify (show proof of age [62+] and CARE enrollment to your waste contractor in December to receive a senior discount on Jan/Feb billing)
• Cart replacements with uniform colors: black/grey for trash, blue for recycling, and green for organics (yard waste AND food waste)
• Reduced, bundled rates for most residents
• Annual rate adjustments capped at 4%

Residents must contact their solid waste collector directly to schedule a bulky item pickup:
Single-family households can have two (2) bulky items picked up free of charge per calendar year.
Multi-family households may receive bulky item services and should contact their solid waste collector for details.
Tires, or other items requiring special handling, may have a fee. For questions or more information about bulky item collections, please contact your waste collector directly.
The Senior Low-Income Discount Program gives eligible residents a discount off their monthly/bimonthly waste collection bill. To be eligible for the discount, UA residents must meet both of the following criteria:
1. Be at least sixty-two (62) years of age and able to provide government-issued identification verification AND;
2. Enrolled in the CARE program (offered by The Gas Company or Southern CA Edison)

UA residents can make an appointment to drop off household hazardous waste and e-waste at the Pollution Prevention Center, 5777 N Ventura Ave, Ventura CA 93001 (open the 4th Saturday of each month, except May, November, and December).

What Goes in the Blue Bin (from the Ventura County Residential Recycling Guide for Unincorporated Area Communities):
Cardboard: All cardboard including flattened shipping boxes
Cartons: All coated and non-coated paper cartons
Glass: Food and beverage containers
Metal: Aluminum and metal cans, metal lids, and aluminum foil
Paper: All clean paper, junk mail and magazines, paper boxes, cardboard egg cartons, and bags
Plastics #1-#7: Hard plastics such as milk jugs, juice, shampoo, detergent bottles, yogurt containers, nursery pots, and plastic toys. No plastic film or Styrofoam.

California law requires residents to recycle their food waste (see our SB 1383 page for more information). In 2022, many waste haulers began accepting food waste in yard waste carts to comply. Since then, the term Organic Waste has been introduced statewide to represent food waste and yard waste collections.
